Instructions:
- Preheat oven to 375°F (190°C).
- Cook the macaroni in a large pot of salted boiling water until al dente. Drain and set aside.
- In a large skillet, heat olive oil over medium heat. Add the sliced onion and both bell peppers. Sauté for 5–6 minutes until softened. Add minced garlic and cook for 1 more minute.
- Add the ground beef or shaved steak to the skillet. Season with salt and pepper and cook until browned, breaking it up as needed. Drain excess grease if necessary.
- Sprinkle the flour over the mixture and stir until well coated. Slowly pour in the milk while stirring. Simmer for 3–4 minutes, until the mixture thickens slightly.
- Reduce heat to low and stir in provolone and half of the mozzarella. Mix until the cheese is melted and the sauce is smooth.
- Add the cooked macaroni to the skillet and stir until well combined and evenly coated.
- Transfer the mixture to a greased 9×13-inch baking dish. Sprinkle the remaining mozzarella on top.
- Bake for 15–20 minutes, until the cheese is melted and bubbly.
- Garnish with chopped parsley if desired, and serve hot.
Variations :
- Authentic Flavor Boost: Stir in a tablespoon of Worcestershire sauce or a swirl of Cheez Whiz for that true Philly flavor.
- Meat Lovers: Use a mix of ground beef and thinly sliced steak for texture and flavor variety.
- Spicy Kick: Add red pepper flakes or diced jalapeños to the pepper mixture.
- Veggie Additions: Mushrooms make a great addition—sauté with onions and peppers for added depth.
- Cheese Swap: Try American cheese, Swiss, or pepper jack for different flavor profiles.
Tips :
- Shred your cheese fresh for the creamiest melt and smoothest sauce.
- Don’t overcook the pasta—al dente holds up best during baking.
- If using shaved steak, cook it quickly and avoid overworking it to keep it tender.
- Let the dish rest for 5 minutes after baking for easier slicing and serving.
- Serve with a crisp side salad or roasted vegetables for a balanced meal.
